Narrative Description of Project:

The government of Punjab has 6 mass transit systems since 2013. The subsidy on each system is increasing every year. ADB is helping the government on optimizing their existing subsidy levels. To achieve this project aims to: 1) Explore possibility to bring operational efficiency to enhance fare revenues & bring down cost of operations, 2) Explore opportunities to increase non-fare & additional revenue streams from Advertising, Parking Levy, Land Value Capture etc., 3) Built Capacity of government functionaries involved in operations. In addition to above, the project shall also prepare prefeasibility Study & Concept Design for BRT & high-quality PT network in Faisalabad. The system intends to be 1st 3rd Generation BRT System in Punjab. The idea is to build fully integrated PT & BRT with full financial sustainability.

Description of Actual Services Provided by Our Staff within the Assignment:

Field Data Collection • Collection of Raw Field Data & its processing. • Mapping of all existing formal & informal Public Transport (PT) Routes. • Collection of base information on justifying demand with road condition & road right of way information. Non-Fare Revenues (NFR) • Preparation of Operational Efficiency Report, including: o Feeder routes & integration of informal operators o Delay reduction. o Schedule adjustments o Fare structure. • Updated transport demand model • Assistance in development of financial model. Analysis for Alternate Revenue Streams • On-street parking management system report, including revenue projections. • Off-street parking levy with revenue projections. • Electronic vehicle registration • Congestion charging • Land benefit levy. Capacity Building & Knowledge Sharing • Executing Stakeholder Training Program. Conceptual Design of Faisalabad PT Corridors • Quality PT Network Plan & Corridors Prioritization • Developing Conceptual Operational Plan, including bus routing scenarios & selected scenario, projected ridership, bus types & fleet sizes, station & stop location & sizing, depot & staging area locations. • Conceptual design including roadway cross sections, non-motorized transport, station architecture & components, vehicle-platform interface, bus depot & staging area, preliminary cost estimate. • NFR opportunities & exploring alternative revenue streams. • Suggesting Fare structure. • Conceptual-level financial model • Conceptual-level business structure • Bus industry restructuring plan.
