Narrative Description of Project:

The objective of the consultancy is to evaluate the feasibility of introducing eco-friendly intra-city buses in six urban centres of Punjab — Sheikhupura, Gujranwala, Gujrat, Sialkot, Sargodha, and Rahim Yar Khan — to address public transport shortages and mitigate the adverse effects of vehicular emissions. This involves identifying potential urban and suburban routes, recommending a suitable business model for bus operations, developing financial models, and formulating technical specifications for the buses and related infrastructure. The study aims to ensure the financial and economic viability of this initiative, supporting the sustainable development of urban transport in these cities.

Description of Actual Services Provided by Our Staff within the Assignment:

• Review of current transport system, existing public transport routes for the mentioned cities, and previous data available with Transport Department / TPU / DRTA Offices / PTC and identify problems with existing public transport system. • Carry out necessary surveys to calculate passenger demand for induction of intra city urban buses. • Recommending routes feasible for operations of intra-city eco-friendly buses in the urban areas and the city’s suburbs if required or historically operated. • Comparing different bus propulsion types and propose detailed specifications for the recommended type of eco-friendly buses, • Conduct a preliminary analysis to assess the energy requirements and availability of resources (depots etc.) to run electric buses in mentioned cities. • Compare different business models for procurement and operations of buses, including PPP. • Estimate CAPEX & OPEX, revenue estimation based on different fare structures, work out route-wise financial assistance for induction and operation of buses for different business models. • Investigate alternate avenues of revenue generation, apart from maximizing fare box revenue. • Conduct detailed cost to benefit, and economic analysis based on VOC and other standard transport parameters.
