Narrative Description of Project:
The assignment involves conducting a comprehensive feasibility study and providing transaction advisory services for the outsourcing of management and operations of selected Sindh Technical Education and Vocational Training Authority (STEVTA) institutes (Cities: Karachi, Hyderabad, Mirpur Khas, Larkana, Sukkur, Benazirabad) under a Public-Private Partnership (PPP) framework. The JV of consultant will assess the technical, financial, legal, institutional, and market viability of the proposed outsourcing model, identify suitable PPP structures, prepare transaction documents, support stakeholder consultations, and assist STEVTA throughout the procurement and transaction process to enhance the quality, efficiency, sustainability, and industry relevance of technical and vocational education and training services across Sindh.
Description of Actual Services Provided by Our Staff within the Assignment:
Physical condition assessment of institute buildings, workshops, and laboratories.
Assessment of utilities, ICT systems, safety, and support infrastructure.
Gap analysis of facilities against modern TVET and industry standards.
Preparation of rehabilitation, refurbishment, and modernization requirements.
Cost estimation inputs for infrastructure and facilities upgrading (CAPEX).
Assessment of training equipment adequacy, obsolescence, and technology needs.
Operational and maintenance input assumptions for equipment and facilities.
Environmental and Social Impact Assessment (ESIA) in line with Sindh EPA and IFI standards.
Environmental and social baseline profiling.
Stakeholder mapping, consultations, and grievance mechanisms (ESIA scope).
Identification of environmental and social risks and mitigation measures.
Preparation of Environmental and Social Management Plan (ESMP).
Technical support during feasibility, RFP preparation, and bid evaluation.
