Narrative Description of Project:

Exponent Engineers participated in this project as one of the members of a J-V formed by CTI Engineering International Co., Ltd, a leading consulting company of Japan. NHA had acquired the services of the J-V for improvement of a 33.84 Km long section of the N-70 highway from RakhiGajj to Bewata. N-70 which is one of the important roads connecting Southern Punjab to Quetta, Baluchistan. This section of the N-70 highway is the most critical and has been restricting safe and smooth traffic flow mainly due to hazardous conditions in terms of rocks and debris falling or sliding from coarse weathered mountain slopes. In order to smooth the traffic flow and improve the quality of the road, the consultants were required to improve the alignment, remodel the bridges, widen the right of way, improve the geometric design for better speed of traffic and, above all, make it a safe section for the traffic.

Description of Actual Services Provided by Our Staff within the Assignment:

Scope of work and activities for Exponent Engineers were:
  • Detailed Engineering / Structural Design (Including design of drainage structures)

  • Conducting road inventory to assess condition of existing road.
  • Develop Road maintenance protocol for National Highway Authority
  • Hydraulic Studies;
  • Environmental Studies
  • Estimation, preparation of contract documents & bid evaluation
  • Construction Supervision
  • (Including design of drainage structures)

    The services provided include detailed road condition survey; survey of bridges and culverts; detailed traffic impact study including traffic counts on N-70 and other roads connecting the two provinces; hydrological study; survey of right of way for identification of utilities, property, and other landmarks; environmental impact study; detail design of road; geometric alignment; tender document preparation;, and construction supervision.

    Moreover, the RAP aimed to ensure that the identified Project Affected Persons (PAPs) and the total extent of their losses based on the census survey and subsequent assessment were compensated in a fair, timely and transparent manner in accordance with the Land Acquisition Act and Donors Guidelines. The specific objectives of the assignment were to: develop an Entitlement Matrix for the PAPs; Assess the type and magnitude of land acquisition and resettlement; Identify and enumerate PAPs, along with the affected assets and infrastructure; define institutional and implementation arrangements; define the monitoring and evaluation requirements; and provide the cost estimates for the RAP implementation.

    The Environmental study aimed at reviewing and verification of environmental aspects identified in the EIA document; assessment of the impacts of new alignment on environmental and social setups; identification of utilities, structures, and land affected by the project. Ensure that the environmental guidelines and policies of JICA are complied with, during project planning and implementation. Development of an Environmental Management Plan (EMP) for both, the construction and operation, stages of the project to ensure compliance of environmental obligations and conditions identified under the EIA report and JICA guidelines; identification of requirements for environmental monitoring during various stages of the project by the NHA, Contractor(s) and Supervision Consultants. Institutional structure for implementation of EMP was also proposed in the study.
